of a typical MEDCEN and a typical MEDDAC. The area supported by the health
services of a MEDDAC or MEDCEN is called a health service area (the HSA). Services
are provided to all installations and activities within the HSA.
b. Commander. The commander of a MEDDAC or MEDCEN has overall
responsibility for health and safety at the facility. This includes the preventive medicine
activity. The functions of the commander are to:
(1)
Establish the preventive medicine activity for the MEDDAC or MEDCEN.
(2)
Establish priorities for the elements within the preventive medicine
service.
(3) Publish a document describing the preventive medicine activity at the
MEDDAC or MEDCEN, the services available, and how to obtain them. The
commander must ensure that this document is reviewed and revised periodically.
c. Chief of the Preventive Medicine Service. The commander apoints the
chief of the preventive medicine activity in accordance with AR 40-5. The chief is
normally a preventive medicine officer. If a preventive medicine officer is not available,
the commander selects a qualified physician to perform preventive medicine functions
as an additional duty. The responsibilities of the chief of the preventive medicine
activity are to:
(1)
Direct preventive medicine services throughout the health service area
(the HSA).
(2)
Establish an SOP for accomplishing preventive medicine services.
(3) Provide professional consultation to the MEDCEN/MEDDAC
commander and his staff concerning the preventive medicine service.
(4)
Coordinate with appropriate Federal, State, and local authorities.
(5)
Prepare and submit appropriate reports.
(6) Provide overall occupational health program guidance to appropriate
administrative personnel, clinical service personnel, and others involved with a
comprehensive occupational health program.
(7)
Review design and construction plans and specifications.
(8) Initiate education in the various aspects of preventive medicine through
the Community Health Education Program.
