d. A member of the Judge Advocate General's Corps is appointed to serve as
counsel to represent members appearing before the physical evaluation board. The
counsel assists members in exercising their rights to rebut to the recommended findings of
the board and to any subsequent proceedings. The counsel cannot serve as an alternate
voting member or recorder.
e. The recorder is a commissioned officer or warrant officer of any branch except
the Medical Corps, Dental Corps, Army Nurse Corps, Army Medical Specialist Corps,
Judge Advocate General's Corps, or Chaplains, or an officer detailed as an Inspector
General. An officer assigned as an inspector general cannot serve as a recorder.
