USE OF THE TERMINAL DIGIT FILING SYSTEM (TDFS)
Under the Terminal Digit Filing System (TDFS), medical records are maintained in
a series of specially colored folders which are designed for terminal digit filing (see figure
1-1). The
medical records filed under the TDFS are Inpatient Treatment Records) (ITRs),
Outpatient Treatment Records (OTRs), and X-ray film negatives. It may also be used to file
Health Records (HRECs) when authorized by the local MTF commander. TDFS files are
not maintained by year, i.e., a separate file for 1992, another for 1993, etc. Instead, they
are filed by social security number and a piece of colored tape indicates the year in which
the record may be retired.

USE OF SOCIAL SECURITY NUMBER (SSN) AND FAMILY MEMBER
PREFIX (FMP)
An 11-digit number is used to identify and file medical records under the TDFS.
This number consists of a social security number (SSN) and a family member prefix (FMP).
a. The first two digits of the file number are the FMP. These digits identify the patient,
as shown in table 1-1 below.

NOTE:

The sponsor's children include those adopted, legitimate, illegitimate, and
stepchildren. Children are given FMP in the order they become eligible for medical
care; that is, the order they become the sponsor's dependents. If a sponsor remarries
and adopts children older than his or her own, the FMP previously given his or her
natural children should not be changed. His or her adopted children are given FMP, by
their ages, that follow the FMP of his or her natural children. For example, a sponsor
