SPECIAL STAFF
The MEDCEN commander's special staff is usually comprised of the following
individuals:
a. Inspectors General. The IG is a commissioned officer that is the
commander's confidential advisor on matters affecting mission performance, state of the
economy, discipline, efficiency, and morale. The IG performs his duties by conducting
inspections and by receiving and investigating complaints and grievances. The IG acts
as the "eyes and ears of the commander."
b. Public Affairs Officer. The public affairs officer (PAO) advises the
commander in the area of public affairs and is the commander's official contact for all
public affairs matters. He is responsible for community relations, public information, and
command information. He also interprets public opinions concerning the MEDCEN and
makes appropriate recommendations to the commander.
c. Judge Advocate. The JA is an officer of the JA General's Corps. He
provides legal assistance and advice to the commander, the commander's staff, and
other authorized personnel.
d. Chaplain. The chaplain performs normal staff chaplain activities and serves
as the chief of the MEDCEN's Department of Ministry and Pastoral Care.
e. Security Officer. The Chief, Security Office, Security Officer (SCTY OFF),
serves as the commander's security officer. He is also the Crime Prevention
and Physical Security Officer (or Manager) and is responsible for staff
provost marshal's functions. He is responsible for all staff security and intelligence
functions other than the operational military police and physical security support that are
provided by the host installation. He is also the MEDDAC commander's liaison with the
host installation's DSEC.
f. Equal Opportunity Officer. The Equal Opportunity Officer develops,
coordinates, and implements educational programs and equal opportunity and
treatment programs for the military personnel assigned to the MEDCEN. He also
oversees the Nondiscrimination in off-post Housing Program for the MEDCEN.
g. Equal Employment Opportunity Officer. The Equal Employment
Opportunity Officer (EEOO) develops coordinates and implements programs and
matters pertaining to civilian employees of the MEDCEN including the Equal
Employment Opportunity Program, the Federal Women's Program, and the Spanish-
Speaking Program. He is responsible for the appointment and training of Equal
Employment Opportunity Counselors and for maintaining liaison with community leaders
and organizations concerned with equal opportunity programs. He is the commander's
principal advisor on matters pertaining to complaints of discrimination made by civilian
personnel.
