policies, interpreting those plans and policies, assisting such subordinates in carrying
them out, determining the extent to which they are being followed, and advising the
commander thereof.
e. Responsibility. Responsibility is the obligation to carry forward an assigned
task to a successful conclusion. With responsibility goes authority to direct and to take
the necessary action to ensure success.
f. Table of Organization and Equipment. Tables of organization and
equipment (TOE) prescribe the normal mission, organizational structure, and personnel
and equipment requirements for a particular type of military unit.
g. Table of Distribution and Allowances. Tables of distribution and
allowances (TDA) prescribe the organizational structure, personnel, and equipment
authorizations and requirements of a military unit to perform a specific mission for which
there is no appropriate TOE. The TDA is also used for installation support of TOE units
as differentiated from support based on combat operational requirements.
h. Unit. A unit is any military element whose structure is prescribed by
competent authority such as a TOE or TDA. The term is usually used to refer to a part
of an organization.
i. Organization. An organization is any military unit. An organization is usually
composed of two or more smaller units. A military element of a command is an
organization in relation to its components, but a unit in relation to higher commands.
For example, a battalion is a unit of a division, but to the companies within the battalion,
the battalion is an organization.
j. Function. Functions are the appropriate or assigned duties, responsibilities,
missions, or tasks of an individual, office, or organization.
k. Facility. A facility is a physical plant (such as real estate and the
improvements thereto, including buildings and equipment) that provides the means for
assisting or making easier the performance of a function.
l. Installation. An installation is a military facility established by the
Department of the Army (DA) in a fixed or relatively fixed location. It is the real estate,
together with its buildings, building equipment, and subsidiary facilities (such as piers,
spurs, access roads, and beacons) that are under the control of the DA and at which
functions of the DA are performed.
m. Established. An established is an installation, together with its personnel
and equipment, organized as an operating entity.
n. Activity. An activity is a unit, organization, or installation performing a
function or mission.
