FILING BY THE TDFS
a. In all files, records are arranged first by their primary group numbers, ranging
from 00 to 99. Under this system, the files are divided into 100 approximately equal
sections, which are usually identified by 100 file guides bearing the 100 primary numbers
"00" consecutively through "99." Each of these 100 primary sections contains medical
records whose terminal digits (last two numbers) correspond to the primary number. Thus,
every record with an SSN ending in "15" is filed in the "15" section.
b. Within each primary group, the records are arranged by their secondary group
numbers also ranging from 00 to 99. Within the secondary group, records are ordered
numerically by the first five digits of the SSN.
