(2) AMEDD personnel.
(a) Since the officer in charge must ensure that any health problems of a
newly arrived person are treated, he must ensure that the person's HREC (medical) is
reviewed when received. This review may be made by the medical officer , a
physician's assistant, or other qualified individuals. Each MTF sets the qualifications
for nonphysicians who review HRECs. Each MTF will review to ensure HRECs are
referred to medical officers when needed. The responsible medical officer must
develop written guidelines for the review of HRECs by nonmedical officers. Nonmedical
officers must use these guidelines in screening incoming HRECs. These guidelines
ensure that reviews check for pending actions , health care problems, and record
inadequacies. When writing guidelines, the medical officer ensures that reviews
include the actions listed in AR 40-66 but he may modify or expand these to fit the local
situation.
(b) The medical officer will review all noted health problems to determine
whether treatment, examination, or other medical attention is needed. All pertinent
findings are recorded on the SF 600. The date of the HREC review and the name of
the reviewer are also recorded.
(c) If the person's record shows that he has been diagnosed as an
alcohol or drug abuser within the previous 360 days, the Alcohol and Drug Control
Officer is notified.
c. Health Records Not Received. When a HREC is not received with a
person's MRJ and the servicing MILPO has not been informed that the HREC was sent
separately, the military personnel officer will request information on the missing record
from the person's last known unit. He will also take the necessary action to find the
records. If neither he nor the last unit can find an officer's or warrant officer's HREC,
the military personnel officer will send a request for the missing HREC to HQDA (DAPC-
POR-R), Alexandria, VA 22332. If an enlisted member's HREC cannot be found , a
request is sent to Commander, U.S. Army Enlisted Records and Evaluation Center,
Fort Benjamin Harrison, IN 46249. A copy of this request is kept in the person's MPRJ
until a reply is received. If the person is transferred before the reply arrives , the copy of
the request is indorsed to his next unit. When the request reaches the person's next
unit, it is put in his "temporary" HREC.
d. Movements of Units with MTF. When a unit and its attached MTF move,
the unit's HRECs are kept and moved by the MTF. This is done only if the MTF
continues to give primary medical and dental service to the unit during and after the
move. However, if another MTF gives primary service to the unit during or after the
move, the HRECs are sent to the records custodian of the MTF providing care during
the move.
