(1) When both parents are on active duty, the children's number is the SSN of
the mother; or if desired, when the father is senior as reflected in finance records, the
father's SSN may be used.
(2) For foreign military members and their family members, their military service
number is used instead of an SSN. Service numbers are also used for retirees, their family
members, and family members of deceased members not having a SSN. In all these
cases, the correct FMP is used and the service number is preceded by zeros to make an
11-digit number. For example, service number 43 21 of the sponsor is recorded 20 00000
43 21; his wife is 30 00000 43 21.
(3) For civilian emergency patients, their record is prepared using their SSN.
The FMP for a civilian emergency is 98 (see table 1-1). If the patient does not possess an
SSN, an artificial number is given to them as described in paragraph d below.
