THE KEY ELEMENTS OF A PREVENTIVE MEDICINE SERVICE AT A FIXED
FACILITY
a. The preventive medicine activity at a MEDCEN or MEDDAC consists of 5
basic elements (AR 40-5). These elements are:
(1)
Environmental health.
(2)
Occupational health.
(3)
Community health.
(4)
Epidemiology and disease control.
(5)
Health and safety at medical treatment facilities.
b. Usually there is a section within the preventive medicine branch for each
element (except for element number 5, health and safety at medical treatment facilities,
which is usually not a separate organizational element). Figure 4-3 illustrates the typical
way in which a preventive medicine service is organized at a MEDCEN or MEDDAC.
The functions of each element are discussed in paragraphs 4-5 through 4-9.
4-5.
ENVIRONMENTAL HEALTH
a. The environmental health section is concerned with the control of factors in
the environment, which could harm the physical or mental health of personnel.
b. The basic functions of this section are to:
(1)
Conduct an environmental sanitation program.
(2) Provide consultation on the control of environmental hazards at
treatment facilities and control of infections caused by treatment facilities (nosocomial
infections).
(3)
Assist in epidemiological investigations.
(4) Monitor bacterial and fluoride content of water to comply with
specifications of the Safe Drinking Water Act. This is done to satisfy requirements of
the Environmental Protection Agency or, in some cases, the state.
