2-19. UNITED STATES ARMY PATIENT ADMINISTRATION SYSTEMS AND
BIOSTATISTICS ACTIVITY
a. Location, Mission, and Functions. The US Army Patient Administration
Systems and Bio-statistics Activity (PAS&BA) are located at Fort Sam Houston, Texas.
The PAS&BA operates the patient administration systems and collects, analyzes and
stores bio-statistical data in support of AMEDD operations on a worldwide basis. It
maintains the IPDS, the Medical Summary Reporting Systems, the Client Oriented Drug
Abuse Reporting Systems (CODARS), and the Inpatient Accounting System (IAS).
b. Organization. The PAS&BA consists of the Office of the Chief, the
Administration Division, the Bio-statistics Division, the Patient Administration Systems
Division, and the Support Division.
2-20. UNITED STATES. ARMY GARRISON, FORT DETRICK
The US Army Garrison, Fort Detrick, Maryland, provides centralized base
operation support services, as required, to the facilities and operations of all tenant
units. It is an HSC installation.
2-21. UNITED STATES ARMY HEALTH CARE STUDIES AND CLINICAL
INVESTIGATION ACTIVITY
a. Mission and Functions. The US Army Health Care Studies and CIinical
Investigation Activity (HCSCIA) is a field operating activity of HSC. The mission of
HCSCIA is to conduct, on a worldwide basis, the AMEDD Study Program of the
Surgeon General and to monitor on an HSC-wide basis the HSC clinical and medical
research programs throughout the Army. The agency studies issues related to the
delivery of all types of medical care and resource use.
b. Organization. The HCSCIA consists of the Office of the Commander, the
Health Care Studies Division, the Dental Studies Division, the CIinical Investigation
Program Division, and the Technical Division.
2-22. UNITED STATES ARMY HEALTH SERVICES COMMAND ACQUISITION
AGENCY
a. Location, Mission, and Functions. The US Army Health Services
Command Acquisition Agency (HSCAA) is a field operating activity of HSC
established by verbal order of the Commander. The agency provides medical
contracting support for certain MEDCENs, acquisition support for certain MEDCENs,
acquisition support for selected centralized command-wide medical personal and non-
personal services contracts, and other selected command-wide projects/programs.
Mission oversight is provided by the Principal Assistant Responsible for Contracting to
assure compliance with the procurement system, provide policy, advice and guidance,
