Government-owned animals; minimal authorized essential clinical measures to privately
owned animals to effectively prevent and control animal diseases transmissible to
humans; emergency medical care; physical examinations for health certificates; support
of the DOD Dog Program; management of the veterinary portion of the installation's
rabies control program, including companion animal registration and the operation of the
rabies-suspect quarantine and stray animal holding facility; liaison and coordination with
military physicians, as well as with Federal, state, and local health and regulatory
officials concerning incidents of animal diseases that are transmissible to humans;
collection of data concerning the incidence of zoonotic diseases in both domestic and
wildlife populations on the installation; and providing educational programs for animal
owners and animal handlers on the installation.
c. Animal Disease Prevention and Control Facilities. The Veterinary Activity
establishes and operates those that are necessary to carry out its functions and
programs. (The Animal Disease Prevention and Control (ADAPC) Facilities were
formerly called veterinary clinics.)

COMMUNITY MENTAL HEALTH SERVICE
The mission of the Community Mental Health Service (CMHS) is to provide
psychiatric, clinical psychology, and social work services as appropriate to maintain the
mental health of active duty military personnel.
a. Office of the Chief. Any qualified behavioral science officer may serve in the
capacity of Chief, CMHS as designated by the commander. His functions include
providing mental health consultation services to the command in the form of advice on
matters pertaining to morale and motivation, evaluation of command policies as they
impact on psychological effectiveness, advice relating to personnel selection and
utilizations, and psychological evaluation recommended for unsuitability separations;
diagnosis, care, treatment and disposition of patient; conduct of training programs;
evaluation of medical care; research relevant to mental health; preparation and
completeness of medical records; liaison with appropriate civilian mental health
agencies; and technical supervision of MEDCEN personnel supporting the installation's
ADAPCP if so designated by the Chief, Professional Services.
b. Sections. The Following sections may be established by the activity with the
qualifications and credentials of the assigned staff: Administrative Records Section,
clinical Psychology Section (if not established by the Department of Psychiatry and
Neurology Section. (In a MEDDAC, a Social Work Section may be established in lieu of
the Social Work Service of the hospital.)

The mission of the Preventive Medicine (PVNTMED) Service is to implement a
comprehensive program of PVNTMED, occupational health, community health nursing,
