(3) Medical Maintenance Branch. The Medical Maintenance Branch
provides repair services and safety inspections, conducts a preventive maintenance
program, and performs medical equipment calibration, verification, and certification.
(4) Other branches. In addition to the above branches, the MEDCEN
commander can also establish the Housekeeping Branch, the Optical Fabrication
Branch, the Contracting Branch, and the Engineering Liaison Office.
v. Patient Administration Division. The PAD provides patient administration
services in support of the health care delivery mission of the MEDCEN. The division
also administers training programs, reviews the work methods of the division, and
prepares records and reports. The PAD operates the following four branches:
(1) Patient Accountability Branch. The Patient Accountability Branch
provides administrative services pertaining to patient admission and disposition
including transferring patients between MTF and active duty personnel in absent sick
status. The branch operates the Medical Service Accounts and the Patients' Trust
Fund. The Patients' Clothing and Baggage Section may be established under this
branch by the MEDCEN commander, but it normally operates under the Personnel
Division.
(2) Medical Records Administration Branch. The Medical Records
Administration Branch maintains. Processes, files, and disposes of all inpatient medical
records; manages the individual Patient Data System (IPDS) to include the coordination
and submission of statistical reports; and approves release of medical information from
patients' files as needed. The branch can organize a Central Medical Transcription
Service if needed.
(3) Patient Affairs Branch. The Patient Affairs Branch manages the
hospital's CHAMPS Program activities, reviews requests for civilian supplemental care,
serves as the central office for medical board administration, initiates line-of-duty
determinations, and prepares documents such as certificates of birth and certificates of
death.
(4) Outpatient Medical Records Branch. The Outpatient Medical Records
Branch is responsible for the management of Health Records (HREC) AND outpatient
Treatment Records (OTR) IN THE HOSPITAL AND IN ALL TMC and health clinics for
which the hospital is responsible. It also maintains a nominal cross-index file for
records filed using the terminal digit method, prepares patient recording cards, and
assists the Medical Service Accountable Officer (MSAO) in initiating reimbursement for
outpatient care.
w. Personnel Division. The Personnel Division provides personnel
administration services to the military and civilian personnel of the MEDCEN. The Chief
of the Personnel Division serves as the Troop Commander of the Troop Command.
